Prime Time Palm
Beach County is seeking, through a Request for Proposals (RFP), expanded
learning opportunity (ELO) providers for Prime Time's 2025-2026 fiscal year
beginning October 1, 2025. If funding is available, awarded contracts will be
renewable for two additional years, pending ELO providers meet contract
deliverables.

Availability:
The RFP will be accessible in February 2025 on the Prime Time website.
Q&A:
Questions will be accepted after the RFP is released with answers posted on the
Prime Time website.
Review
Process: The proposal review committee will evaluate, verify and score
submissions.
Notification:
Proposers will receive funding decisions via formal email by September 2025.
One of the
requirements to apply during the RFP process is to attend a mandatory
pre-proposal workshop on March 6, 2025, from 10:00 a.m. to 12:00 p.m. via Zoom.
We will also offer an optional Budget Tutorial and Research Orientation
Workshop on March 14, 2025, from 10:00 a.m. to 12:00 p.m. via Zoom to assist

IMPORTANT:
Proposers must have the administrative capacity and overall infrastructure to
successfully implement high-quality expanded learning opportunities or
trainings in accordance with the proposed budget and deliverables.
Specifically,
proposers must:
- Be a nonprofit organization, local government agency
or a for-profit entity.
- Nonprofit organizations must provide a copy of their
original IRS determination letter.
- For-profit entities must provide proof of liability
insurance as well as written assurance that no profits will be realized as
a result of a contract based on the proposal submitted in response to this
RFP.
- Have at least two (2) years’ experience within the
last five (5) years in providing similar services;
- Have strong organizational capacity and proven fiscal
capability as demonstrated by clean, independent audit reports and/or
financial statements with a Form 990 for the previous fiscal year;
- Have the financial capacity to operate on a
reimbursement basis;
- Employ knowledgeable staff who demonstrate strong
skills to engage children, youth and practitioners, who can effectively
deliver challenging, age-appropriate, and skill-level appropriate
programming content to children and youth and/or program staff.
